The representative will serve as the chief representative of BRAC International in Tanzania. He will provide leadership and manage all BI programs and staff in Tanzania. This will include ownership of the development and implementation of the country’s Annual Strategic Plan (ASP).

The Country Director will represent BRAC International in the country in different platforms and ensure his profile and reputation to stakeholders is strong and reflects the organization’s value, vision and mission. He is expected to work closely with program promoters and other heads of units at BRAC International located in the regional offices and headquarters and affiliate offices in the UK, and the US and fundraising representatives in the Netherlands.

Key Responsibilities:

Leadership and Management of BRAC Tanzania

To provide strong and collaborative leadership in all the work of BRAC Tanzania.
Strong focus on leadership and people management, ensuring the most capable and qualified staff are available to implement the office’s strategy and operational plans.
Lead the development and implementation of a high-level country strategic plan appropriate to the local context and organizational priorities.
To promote a culture of learning and development, employee participation and good management of human resources in the country.
Serve as Chair of the Country Management Team (CMT).
To observe, promote, follow and apply the Core Values ​​and Mission of BRAC in Tanzania.
Ensure that internal administration, finance, HR, logistics, procurement and IT areas operate in accordance with international BI standards and relevant local laws.
Ensure transparent and accurate financial management of the country office and work in collaboration with the Finance team.
Ensure all programs and activities comply with Tanzanian laws and legal requirements.
Ensure the security of personnel and assets of the country program by having Security Management Plans and SoPs.
Work with the country’s Chief Financial Officer on annual statutory audits and other donor compliance audits for the country program.
Software Development and Management

By working with regional and international BI teams, ensure that the BRAC Tanzania team has the right resources, tools and support to deliver projects and programs at the highest level, as and when funding is available.
Manage the software portfolio and ensure new software meets contractual obligations.
Lead, direct and supervise program managers on the planning, implementation, monitoring and evaluation of projects to ensure effective and efficient implementation of the project.
Provide guidance and support to the team to implement project activities, conduct regular project team meetings to review progress, identify and resolve challenges and make course corrections as needed.
Ensure compliance and quality for all projects to ensure they are delivered on target, on time, on budget and that project monitoring methods are used to identify and mitigate risk.
Drive, develop, and ensure adaptation, integration, and learning in key areas including safeguarding, gender equality and diversity, monitoring and evaluation system, risk management register is in place and regularly updated.
Financial Management, Budgeting and Operational Compliance

Strengthen the financial sustainability of programs and operations through effective and efficient resource development efforts, better financial balance, and better budget management.
Ensure sound financial compliance through appropriateness and completeness of financial reports.
Ensure consistent performance monitoring through appropriateness and completeness of program reports.
Manage the income and funds of all BRAC Tanzania projects and provide regular, transparent and accurate reports to ensure that the funds are used in accordance with the donors’ and the organization’s budget.
Lead and manage grant acquisition and management efforts in the country to ensure the long-term health of the portfolio and the achievement of annual goals.
Resource Development and Management

Develop, implement and monitor a specific strategy for the mobilization and financing of the country’s resources.
Lead fundraising efforts for the country and ensure targeted funding from institutional, private and corporate donors.
In collaboration with International and Regional resource mobilization teams, identify fundraising opportunities and guide the development of quality proposals to build and transform the country’s resource base.
Ensure strong external engagement and visibility of BI to help market its work to key sponsors and secure significant levels of service resources from various sponsors.
Protecting Duties

Establish a culture of safeguarding at all levels of the program by implementing a safeguarding policy. Act as a primary source of support, guidance and expertise on safeguarding for establishing a safe work environment.

Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Educational Requirements:

Master’s degree in social sciences, Development Management, Economics, Public Policy or other social science fields.
Required Knowledge, Skills & Competencies:

  1. Knowledge and engagement in social protection programming and policy advocacy an added advantage
    Demonstrable experience in strategic planning, program development and management of complex, multi-stakeholder interventions.
  2. Direct experience of project appraisal, assessment, monitoring and evaluation methodologies.
  3. Demonstrate experience in preparing funding proposals for a range of donors.
  4. Professional knowledge in various development approaches demonstrable leadership, organizational, managerial and communication skills.
  5. Ability to think strategically, conceptualise new ideas, digest and analyze complex information and present coherent work plan or implementation plan.
  6. Cultural sensitivity and ability to work in a culturally diverse environment.
  7. Possess high ethical and moral standards.
  8. Ability to prioritize tasks and manage time efficiently.
  9. Excellent writing and facilitation skills.
  10. Strong interpersonal communication and representational skills.
  11. Willingness to often travel to the project site when required.
  12. Experience Requirements:15+ years of proven strategic program management and development experience in a developing country setting, preferably in Tanzania or West Africa.
  13. At least 7-10 years’ experience in managing a country office in a national or international INGO in diverse culture and socio-economic context.
  14. Preferred to have experience as Country Director/equivalent role or Deputy Country Director/equivalent role in INGOs.
