WHO ARE WE?
The East African Crude Oil Pipeline Project (EACOP) is an intermediate development located across Uganda and Tanzania that includes a Marine Reserve and an Export Terminal (MST). Once completed, EACOP will operate the 1,443 km long East African crude oil pipeline that transports crude oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export. raw materials in international markets. .
JOB SPECIFICATIONS / GENERAL JOB DESCRIPTION
Responsibilities:
Assist the EACOP Security Manager by ensuring that security plans for all site areas within Lot 2/3 are in place and fit for purpose.
Ensure proper monitoring of contractors’ security infrastructure, plans, policies and procedures are implemented across all site areas in Lot 2/3 to required standards/KPIs.
DUTIES AND RESPONSIBILITIES
According to the existing policies and procedures in EACOP, Security Consultants are responsible for:
Assisting Lot 2&3 Construction Safety Guide in conducting risk assessments.
Conducting meetings and inspections of security vulnerability assessments of EACOP contractors, inspections of sites, routes, airports and accommodation in accordance with EACOP standards.
Conduct regular audits of subcontractors to ensure they are fit and proper for purpose.
Assist in the review of EACOP contractors’ and subcontractors’ safety plans and KPIs.
Regularly checking the performance of contractors’ security providers at AGI and PPL sites within Lot 2/3.
Working at different sites in multiple cities as needed, and as directed by the Section 2&3 Construction Safety Leader or EACOP Safety Manager.
Ensuring that all project areas are covered by robust Tier 1 Subcontractor safety plans, and ensuring that Major Site Plans are maintained.
Assist the Lot 2&3 Construction Safety Lead and/or EACOP Safety Manager in responding to safety incidents or incidents.
Ensuring that the local POB is updated on all locations and contact information, and where necessary, assist contractors in the implementation of safety plans, policies and procedures.
Monitoring all news sources 24/7 for any security related events in Uganda and maintaining a database of events.
Interacting with EACOP Site Representatives and attending all pre-construction and construction meetings, addressing any safety concerns that may be raised.
Identify risks that may affect the project and ensure that they are captured in the safety risk register.
Advise senior project managers on any safety related issues in the absence of the Lot 2&3 Construction Safety Lead and coordinate any Safety incidents that occur.
Conduct regular training and exercises, or coordinate with others to conduct training as needed.
Working within a multicultural business environment and providing ethical and compliant support.
Helping to introduce yourself to all new visitors to the country. Promote and educate all new visitors to the Security System.
Advise exemplary behavior regarding HSE, Ethics, and the “EACOP Code of Conduct.”
Address any security concerns raised by the EACOP management team.

QUALIFICATIONS / EXPERIENCE REQUIRED
Academic Qualifications:
Bachelor’s degree or higher in related security, risk management, or related field.
Experience Required:
- Minimum of 5 years experience in security and/or emergency management.
- Previous experience in a similar role and/or industry (project specific).
- Direct/indirect jobs:
- Strong verbal and written communication skills (including analysis, interpretation, and reasoning).
- Excellent teamwork skills and ability to work with small teams to resolve issues and reach decisions in the best interest of the integrated project team.
- Ability to multitask and prioritize.
Ability to act independently without instructions in high pressure situations. - Advanced MS Office (Word, Excel, Outlook) skills.

Strong interpersonal skills and ability to communicate well in English (language, verbal, and written).
Knowledgeable and familiar with the HSE operating environment.
