Environmental Management and Economic Development (EMEDO), with technical and financial support from the Royal National Life Boat Institute (RNLI), is implementing the “Lake Victoria Drowning Prevention Project (LVDDP)” in Muleba Musoma District Council, Ukerewe and Nyamagana.
The project aims to reduce the risks of drowning within the fishing communities surrounding Lake Victoria. This project works at the community and national level, raising awareness among decision makers and policy makers in various sectors, development partners, and relevant non-governmental stakeholders.
In order to facilitate the successful implementation of this project, EMEDO is seeking to recruit a qualified, experienced, motivated and dynamic person for the position of Finance and Human Resources Manager. The role will ensure that financial systems are robust, transparent, and inclusive, while also addressing workforce needs through a strong commitment to gender equality and social inclusion (GESI).
Key Responsibilities
Money:
Establish and maintain a financial system that adheres to international audit standards and promotes accountability, transparency and inclusion.
Ensure timely payment of relevant government taxes, in compliance with national regulations and tax requirements.
Establish and maintain sound financial controls and systems, ensuring all financial processes reflect gender-sensitive budgeting.
Ensure that EMEDO’s procurement procedures are followed, and emphasize the selection of vendors who support diverse and inclusive practices, especially women-owned and marginalized social enterprises.
Provide regular updates to the CEO and sponsors, ensuring that financial reports are transparent and reflect GAS related expenditures.
Develop and maintain banking relationships and oversee currency management, ensuring risk mitigation related to currency devaluation.
Aligning monthly spending, ensuring that all resources are properly managed, taking into account equal distribution and gender inclusion in the financial management system.
Provide financial guidance and capacity building to EMEDO staff, with a focus on increasing financial literacy among women and marginalized groups.
Lead the budgeting process of the project and the organization, ensuring that aspects of gender and social inclusion are integrated into the budgeting and coding of expenditure.
Manage day-to-day financial operations, ensuring transparent cash flow management (cash payments and receipts) that supports GESI’s objectives.
Collaborate with Program Managers and Officers to ensure that budget management is consistent with project outcomes, particularly those related to gender equality and social inclusion.
Human Resources Responsibilities:
Support recruitment processes with a focus on promoting diversity, gender equality, and inclusion at all levels of the organization.
Manage staff orientation, development, and training programs to ensure all staff are equipped with GAS-related equipment and skills.
Lead the performance management process, ensuring that:
o Annual staff goals and job descriptions include GAS-focused goals.
o Performance tools are designed to assess contributions to gender equality and social inclusion.
o Mid-year and final evaluations are conducted based on GESI’s goals and timelines.
o Evaluation documents are completed and stored properly, ensuring confidentiality and fairness.
o Leave records, including maternity/paternity and other gender-related leaves, are well maintained and adhere to gender-sensitive policies.
Collaborate with Program Managers to ensure employee contracts reflect GAS considerations.
Promote well-being and safety in the workplace, ensure compliance with anti-harassment policies and promote a safe and inclusive work environment.
Ensure that the organization’s HR policies (vacation, maternity, paternity, gender equality) are gender sensitive and are fully implemented in all offices.
Qualifications, Experience, and Qualifications: Qualifications Below:
Bachelor’s degree in Accounting, Finance, or related field, with at least seven years of relevant work experience.
At least five years of experience in the role of Country Finance Manager overseeing accounting and financial systems for development programs within non-profit organizations.
3-5 years of experience providing administrative support to international and domestic organizations, including procurement, contract management and HR related issues.
Proficiency in QuickBooks multi-currency accounting software and experience in basic field accounting.
Strong organizational and leadership skills, with a proven track record in managing diverse teams and promoting gender equality in the workplace.
Required Experience:
Extensive experience in the NGO/Charity sector or audit firm with financial
responsibility.
Demonstrated experience working in development and/or emergency contexts, with a focus on addressing the needs of marginalized groups, including women, youth, and people with disabilities.
Understanding of donor compliance regulations and the ability to manage finances within donor requirements while ensuring a GESI-sensitive approach.
Strong knowledge of safeguarding issues, including protecting vulnerable groups such as children, women, and marginalized community members.
Skills and Attributes:
Strong analytical skills with attention to detail and the ability to assess financial risks and opportunities in relation to gender equality and social inclusion.
Excellent communication skills with the ability to articulate financial information to diverse stakeholders, including donors and marginalized groups.
Demonstrated HR skills with a focus on inclusive staff development and management practices.
Ability to work in a dynamic environment and adapt to changes in project priorities while maintaining a GESI-sensitive approach.
