HESLB Guidelines And Criteria Loan Application 2023/2024

The Higher Education Student Loans Board (HESLB) is responsible for providing higher education loans to qualified students in Tanzania. HESLB has announced its Guidelines and Criteria loan application for the 2022/2023 academic year. This is a guide for students to understand how to apply for a loan under HESLB Guidelines.

Eligibility Requirements

To be eligible to apply for a loan from HESLB for the 2022/2023 academic year, applicants must meet the following requirements:

    • Must be a Tanzanian citizen.

 

    • Must have obtained a minimum of four (4) credits in the ordinary level of the certificate of secondary education examination exams.

 

    • Must be a first-year student seeking admission to recognized institutions of higher learning.

 

    • Must have a good academic record.

 

    • Must have passed the written and oral tests conducted by the selection committee of the higher learning institution.

 

    • Must have passed the entrance examination conducted by the University of Dar es Salaam or other higher learning institutions.

 

Application Process

Applicants must submit an online application to the HESLB and provide supporting documentation. Documentation includes copies of mark sheets, birth and identification documents, passport photos, and a recommendation letter.

The HESLB will evaluate all applications and will determine the eligibility of the applicants, including their creditworthiness. Eligible applicants will be invited for an interview, and upon successful completion of the interview, are qualified to receive up to TZS 1.5 million in funds for the completion of their studies.

Repayment of the Loan

The loan will be repaid to the HESLB after completion of the studies or after a six-month grace period. Repayment will be through monthly installments and must be made by the borrower on or before the due date.

Borrowers are required to maintain good academic standing during their course of studies and must have a passing grade in all courses. If a borrower fails to maintain good academic standing or falls behind in repayment of the loan, the HESLB reserves the right to take appropriate action against the borrower.

THIS MEANS TESTING, LOAN ITEMS AND AMOUNTS TO BE ALLOCATED

HESLB may provide loans to cover all or some of the following items: –

  • Meals and Accommodation (MA);
  • Tuition Fee (TF);
  • Books and Stationery Expenses (BS);
  • Special Faculty Requirements (SFR);
  • Research Expenses (RES); and
  • Field Practical Training (FPT).

INTER-UNIVERSITY AND INTERNAL TRANSFERS

Loan beneficiaries are strongly advised not to transfer from one HEI to another or from one programme to another unless it is inevitable. Loan transfer will be effected upon receiving confirmation from relevant authorities.

HESLB shall not raise a duplicate loan payment to students who voluntarily move to other HEIs. Unless there is a strong supporting clarification for late submission of transfer confirmation, no loan transfer will be made after 120 days from the date of release of the first batch of admission.

Transfers will not trigger any change on the initial loan amounts allocated to individual beneficiaries unless the student was transferred by authorities.

LOAN APPLICATION DEADLINE

The Loan Application window for 2022/2023 opens on 15th July, 2022 and through 30th September 2022. However, these guidelines will be available at www.heslb.go.tz from July 15th, 2022 to enable applicants to familiarize themselves with key issues before applying for loans.

A list of successful loan applicants with their corresponding allocations shall be published through the Student’s Individual Permanent Account (SIPA) used during the application or on the HESLB website: www.heslb.go.tz after Batch Approval.

APPEAL AGAINST AWARDED LOAN AMOUNTS

Applicants who will not be satisfied with the allocations may appeal by completing relevant Online Appeal Forms (details to be provided later). Allocation of successful appeals will depend on the availability of funds.
