Job Title: Program Development Officer

Location: Dar es Salaam, Tanzania

Reports to: Program Manager/Director

Job Summary:

The Program Development Officer will play a key role in driving the growth and sustainability of our organization by leading proposal development, coordinating with donors, and exploring new funding opportunities. This position requires a proactive individual with strong communication skills and the ability to build and maintain relationships with key stakeholders, including donors and international partners.

Key Responsibilities:

Proposal Development:

  1. Lead the development of high-quality project proposals, including concept notes and detailed proposals, ensuring alignment with donor needs and organizational goals.
  2. Collaborate with program teams to gather key information, data, and inputs for proposal development.
  3. Coordinate the proposal review process, ensuring timely submission to donors.
    Donor Coordination and Relations:
  4. Act as the primary point of contact for donors, maintaining regular communication and ensuring effective collaboration.
  5. Provide updates and reports to donors on project progress, challenges and achievements.
  6. Facilitate donor visits and meetings, ensuring that donor expectations are met.

Funding Opportunities Exploration:

  1. Identify and pursue new funding opportunities, including grants, partnerships and collaborations with donors, foundations and other relevant organizations.
  2. Monitor donor trends and priorities to align organizational strategies with emerging funding opportunities.
  3. Develop and maintain a database of potential funding sources and monitor application deadlines.

Strategic Planning and Development:

  1. Contribute to the development of the organization’s strategic plan, particularly with respect to fundraising and resource mobilization.
  2. Provide input on program design and development to ensure alignment with donor priorities and funding opportunities.

Documentation and Reporting:

  1. Ensure accurate and timely documentation of all proposal submissions, donor communications, and funding agreements.
  2. Prepare regular reports to senior management on proposal progress status, donor engagement, and funding channels.

Qualifications:

  • Bachelor’s degree in Development Studies, Social Sciences, or a related field. Master’s degree preferred.
  • Minimum of 3-5 years of experience in proposal development, donor coordination, and fundraising, preferably within the NGO sector.
  • Proven track record of successfully writing proposals and securing funding from international donors.
  • Strong understanding of donor expectations, funding procedures, and proposal development processes.
  • Excellent communication, negotiation, and relationship building skills.
  • Ability to work under pressure and meet deadlines.
  • Proficiency in Microsoft Office Suite and other relevant software tools.

Required Skills:

Knowledge of the humanitarian and development sectors, particularly in Tanzania.
Experience working with multicultural teams and international stakeholders.
Strong analytical and problem-solving skills.
